Instructions
- Preheat your oven to 350°F (175°C) and line a cupcake pan with cupcake liners.
- In a large bowl, combine the flour, sugar, cocoa powder, baking powder, baking soda, and salt; whisk until well blended.
- Add the milk, vegetable oil, eggs, and vanilla extract to the dry ingredients, then mix until smooth.
- Stir in the boiling water until combined; the batter will be thin.
- Pour the batter into the cupcake liners, filling each about 2/3 full.
- Bake for 20-25 minutes or until a toothpick inserted comes out clean.
- Allow the cupcakes to cool completely on a wire rack.
- For frosting, beat the butter until creamy, then add in the powdered sugar, milk, and vanilla, mixing until light and fluffy.
- Frost the cooled cupcakes generously with the marshmallow frosting and top with mini marshmallows.
